eleven23 served as owner's representative for the transformation of a 128-acre property into a residential camp serving children in foster care. The engagement brought structure, accountability, and forward momentum to a complex, multi-building program involving more than 75 existing structures, major infrastructure work, regulatory coordination, and active site operations.

Project Overview

The vision was deeply human: create a place where young people could experience safety, belonging, connection, and possibility.

Delivering that vision required disciplined execution across a large existing campus with overlapping construction, infrastructure, permitting, staffing, and operational needs. eleven23 was engaged to represent the owner's interests, establish project controls, align the team, and create a realistic path from an ambitious mission to an operable camp.

The Challenge

• Assess and organize a sprawling existing campus with more than 75 structures.

• Coordinate active work across domestic water, fire protection, wastewater, roads, fields, cabins, utilities, and site operations.

• Establish clear accountability among ownership, contractors, consultants, agencies, and on-site staff.

• Protect schedule and budget while correcting incomplete scopes and procurement issues.

• Translate a meaningful social mission into practical project priorities and decisions.

What eleven23 Delivered

• Owner-side leadership: Represented the owner's priorities across design, construction, operations, agency coordination, and consultant management.

• Program structure: Established project plans, reporting, budget visibility, scope definition, and decision pathways.

• Contractor strategy: Reviewed contractor performance, clarified incomplete scopes, and led procurement planning for replacement and supplemental partners.

• Infrastructure coordination: Directed planning and sequencing across water, wastewater, fire protection, utilities, roads, and site systems.

• Agency and consultant alignment: Coordinated environmental, water-quality, fire, inspection, and permitting stakeholders.

• Campus operations: Integrated security, maintenance, field work, safety, and ongoing site access with the construction program.

Outcome

eleven23 converted a highly complex and loosely defined undertaking into a more accountable owner-led program. The work established clearer scopes, stronger controls, better coordination, and a practical sequence for addressing the campus's highest-risk infrastructure and operational needs.

The engagement reflects eleven23's ability to move between mission, strategy, construction, and day-to-day execution without losing sight of the people the project is ultimately meant to serve.
